Numbering Convention on Connector Pinouts

I'm trying to make sure I understand the pin numbering convention for the MOD5234.
I have three sources of information to piece it together:
- MOD5234 pinout list
- module mechanical diagram
- Development board schematic
The mechanical diagram indicates pin 1 location but doesn't tell me how the pin numbers progress from there. The dev board schematic seems to indicate an unconventional numbering scheme as shown below (viewing the module on its back so you are looking down on the pins as shown in the mechanical drawing):

Is this correct?
