I have a PK70EX-NTP out of the box. I configured the static IP successfully. When I try to create a username and password and click "submit new settings" it refreshes the windows like it did something, but if I close the window and even try a differnet browser it still does not ask for a username or password. Is there something special I need to put in the "Old Password" field? Since it never asked for a password I figured it was blank.

The password is for configuration access, not viewing the web page. The idea was to have public access to see the network time (so each user doesn't need to log in) but password protect any changes in settings. If you set a user name and password, then try to change a setting like dhcp to static or vise versa, it will prompt for a password.
